The primer does not have to look good. The only purpose is to help the paint layer you are painting and completely cover the old paint without dripping or other uneven texture. Do you want your primer to cover any type of paint? If you are not sure what type of paint should be on your baseboard, consider using a suitable primer for each type. Try some of your paint, which you've already done, and wait for the two layers of paint to completely cover. Allow the second layer to dry well. And use a foam brush and spend more time painting. Buy a good quality or better brush and take good care of it. Brussels for oil paint, synthetic for latex. Brussels absorbs water with latex paint, which makes the brush much heavier to use. An expert painter can handle it, but you can't.

The primer gets streaked and is not well covered. You can test a small amount of paint with your finish (after the primer dries) to see the final result. If this is not your desired finish, send the first coat as soon as it dries, you can also send the second coat.
